Fortress of Owls by C J Cherryh
Long ago the wizard Mauryl cast a spell, a great and terrible Shaping, and from that spell came Tristen, born to wield the sword of Truth and Illusions. Now, Tristen's life is irrevocably bound with that of the young king, Cefwyn. But Cefwyn's uneasy court is filled with plots and intrigue, unseen dangers veiled behind politic smiles. In a land where magic is despised, Tristen must mask his true self or be broken on the wheel of the wizard's towering ambition. Rich and compelling, -Fortress of Owls' is a fantasy to rank with the best of Robert Jordan and Terry Goodkind.
